The Blue Economy: Global Status, Developments, and Future Pathways
Abstract:
The Blue Economy has emerged as a central paradigm in global development discourse, offering a framework to reconcile economic growth with the sustainable use of ocean and coastal resources. With oceans contributing significantly to global trade, food security, employment, and climate regulation, their accelerated degradation poses severe ecological and socio economic risks. This article presents an extended critical review of the Blue Economy by synthesizing empirical data, peer reviewed scholarship, and policy reports from international organizations. It examines the conceptual evolution of the Blue Economy, sectoral developments, global and regional case studies, and governance challenges, with dedicated sections on India and comparative regional experiences. The paper further engages with emerging debates on equity, finance, and the transition from sustainable to regenerative blue economies. It argues that while the Blue Economy holds transformative potential, its realization depends on robust governance, science policy integration, inclusive participation, and long term ecological accountability.
