Smart Governance: Digitalization of Panchayati Raj in India
Abstract:
The Panchayati Raj system represents the foundation of grassroots democracy in India, aiming to ensure peoples participation in local governance and decentralized development. With the launch of the Digital India initiative, the functioning of Panchayati Raj Institutions PRIs has undergone a significant transformation through the adoption of digital technologies. The integration of egovernance tools, digital platforms, and information and communication technologies ICTs has enhanced transparency, accountability, efficiency, and citizen participation in rural governance. Initiatives such as ePanchayat, Digital Panchayat Mission, online service delivery, and digital financial management systems have strengthened administrative capacity and improved access to government services at the village level. However, challenges such as the digital divide, lack of digital literacy, inadequate infrastructure, and gender based disparities continue to hinder effective implementation. This paper examines the impact of Digital India on Panchayati Raj Institutions, analyzing opportunities, challenges, and future prospects. It argues that digital empowerment of PRIs is crucial for achieving inclusive governance, sustainable rural development, and deepening democracy in India.
