Title of the paper : Transparency and Efficiency in Land Administration: Evaluating Keralas Ente Bhoomi Digital Survey Programme

Abstract: The agrarian reforms in Kerala have brought about revolutionary changes in the land distribution system and administration in the state. Although steps have been taken to ensure legal ownership rights for the landless, errors in old records and unresolved boundary disputes continue to be obstacles to development. To find a lasting solution to these problems, the government has launched the Ente Bhoomi digital survey as part of the Nava Kerala project. This study uses a qualitative research methodology to analyse the historical development of land reforms and the applicability of the current digital system. This research looks at the possible advantages of collaborative efforts between various governmental sectors increased access to information and increased citizen participation in enhancing the processes used for administering land. Based on the results of this research, it is believed the Ente Bhoomi programme can modernise and improve the operations of government in the state of Kerala.
