Green Policy Interventions and Livelihood Security of Smallholder Cardamom Farmers: A case Study of Western Ghats in Idukki District
Abstract:
Green policy interventions play a critical role in strengthening sustainable agriculture and ensuring livelihood security among smallholder farmers in ecologically fragile regions. In cardamom growing areas such as the high ranges of Idukki district in Kerala, environmental regulations, climate adaptation strategies, and biodiversity conservation policies significantly influence farming practices and income stability. This study examines the impact of green policy interventions including ecosystem based adaptation EbA, organic farming promotion, forest conservation regulations, soil and water conservation schemes, and climate resilient agricultural programs on the livelihood security of smallholder cardamom farmers. Using a mixed-method approach combining household surveys, field observations, and secondary policy analysis, the study evaluates changes in income stability, productivity, access to institutional support, and environmental sustainability. Findings suggest that well- implemented green policies enhance long term livelihood resilience by improving soil health, reducing climate vulnerability, and promoting diversified income sources such as eco tourism and value added agricultural activities. However, regulatory restrictions without adequate compensation or technical support may create short term economic stress for farmers. The study concludes that participatory governance, inclusive policy design, and localized climate adaptation planning are essential to balance ecological conservation with livelihood security. Strengthening institutional coordination and ensuring timely financial and technical assistance can significantly improve the effectiveness of green interventions in cardamom based agrarian systems.
