Digital Public Health Infrastructure: A New Framework for Social Welfare
Abstract:
Digital Public Health Infrastructure DPHI represents an integrated framework that combines digital technologies, governance systems, and social welfare mechanisms to enhance public health outcomes. This article examines DPHI as a transformative model for social welfare administration, emphasizing interoperability, digital identity systems, electronic health records, telemedicine, artificial intelligence, and surveillance systems. The paper analyses global and Indian initiatives and highlights ethical, legal, and social implications including privacy, equity, and digital inclusion. It argues that DPHI should be conceptualized as structural reform in welfare governance rather than mere technological advancement. Effective implementation requires robust regulation, data protection, institutional capacity building, and inclusive policy design.
