Designing An Ai Driven E Governance Framework for Automated Beneficiary Identification and Fraud Mitigation in Social Welfare Schemes
Abstract:
The efficient and equitable distribution of social welfare benefits is a cornerstone of inclusive development, yet governments worldwide grapple with the dual challenges of inaccurate beneficiary identification and pervasive fraud. This paper proposes a novel, integrated AI driven e governance framework designed to automate beneficiary identification and significantly mitigate fraud in large scale social welfare systems. The paper further elucidates the architectural design, data flow, and AI models central to the framework. Case studies from India Aadhaar and Direct Benefit Transfer and Estonia X Road are analyzed to extract critical lessons on implementation, challenges, and success factors. The study concludes that while ethical and privacy concerns are substantial, a responsibly designed AI driven framework, underpinned by robust data governance and legal safeguards, can revolutionize welfare administration by enhancing transparency, efficiency, and trust in public governance. Recommendations for future research include exploring federated learning for privacy preservation and the application of blockchain for immutable audit trails.
